Somali pirates hijacked dhow to use as mothership

The maritime police forces of Somalian semi-autonomous northern region of Puntland reported that pirates hijacked local dhow fishing boat, which will be used for mothership for attack of new vessels. The Yemeni crew aboard the hijacked boat were dumped on shore and allowed to return home, but their vessel was seized by armed people. The accident was reported to local authorities and during the investigation the locals confirmed that pirates from northern village Marrayo had gone to hunt potential targets. The hijacking of the dhow fishing boat was not done for ransom or kidnapping the news, but to take their boat and use it for mothership for attacking of merchant vessels in vicinity. The EU Naval Force raised the security level and will continue their mission in Gulf of Aden
 We understand that pirates hijacked the fishing vessel to hijack a big ship off the ocean, said the head of maritime police forces of Somalian semi-autonomous northern region of Puntland, Abdirahman Mohamud. They dropped its 10 Yemeni crew and a Somali guard inland and disappeared with the boat together with the food, cook, captain and engineer, added he.
The news come just several days after the first hijacking in the region for nearly three years. Last week Somali pirates hijacked product tanker Aris 13 near the Horn of Africa. The tanker and all its crew were taken as hostages, but a few days later were released user the attacks of local naval forces and pressure from the local businessmen who chartered the vessel.

The Office of Naval Intelligence advises all shipping entities operating in
the Gulf of Guinea region to maintain vigilance in light of the on-going
piracy threat. Recent activity, specifically - a tanker hijacked within the
past week off the coast of Ivory Coast, indicates pirates may be actively
seeking to hijack another vessel, potentially in the near-term.  The region
at-large remains at-risk to piracy although this advisory is intended to put
special emphasis for ships within 100 nautical miles of Tema, Ghana; Lome,
Togo; and Contonou, Benin.

Somali militants seize small port in Puntland region

BOSASSO, Somalia (Reuters) - Somali al Shabaab fighters have seized a small port in the semi-autonomous Puntland region, the latest sign of a resurgence in activity by the Islamist militants in the Horn of Africa nation.

A series of offensives last year by the African Union force AMISOM and the Somali National Army had driven al Shabaab out of major strongholds in the southern region of Somalia.

At the time, officials said some al Shabaab fighters had moved north to the Puntland region, beyond AMISOM s area of operation. In recent weeks, al Shabaab has also retaken smaller towns and launched deadly attacks in the southern region.

Al Shabaab fighters with several boats captured Garad town, Hassan Mohamed, governor for Mudug region of Puntland told Reuters, adding that the attack took place on Monday. We do not want to say publicly how we will react.

The head of the local authority in the port town of Garad, Abdinur Abdullahi, told Reuters by telephone that al Shabaab with foreign fighters had met local elders, saying they would capture many places and fight non-Muslims.

Most of the residents have fled, he said, adding al Shabaab had been building up forces in the Galgala Hills, echoing comments previously made by officials in Puntland.

There was not immediate comment from al Shabaab.

Garad is a former haven for pirates, who had used the natural port to mount raids on commercial ships passing along nearby shipping lanes leading to and from the Red Sea.

An international naval effort has largely driven the Somali pirates away. There have been only a few reports of hijackings in the past two or three years, mostly involving fishing boats not the major tankers or commercial vessels targeted before.

Without any gunfire, we were surprised to see al Shabaab fighters here, said resident Mohamed Abdullahi by phone, before phone lines were shut off.

Al Shabaab also controls Haradhere, another port town in Puntland. Residents said that a curfew was imposed on that town on Sunday night that was followed by unusually active movement in the port, fuelling talk that al Shabaab was importing weapons and possibly fighters from abroad.

The Puntland coast lies near Yemen, where conflict is raging and al Qaeda is active. Al Shabaab is aligned to al Qaeda.

La agencia meteorológica de Indonesia ha emitido una alerta de tsunami para la isla de Sumatra después de que un terremoto de 7,9 grados de magnitud en la escala de Richter sacudiese la región. La alerta de tsunami es para las provincias de Sumatra del Norte, Aceh y Sumatra Occidental.

El epicentro del seísmo se encuentra a 10 kilómetros de profundidad y a 808 kilómetros al suroeste de Padang, la capital de Sumatra Occidental, según el Servicio Geológico de Estados Unidos, que vigila la actividad sísmica en todo el mundo.

La agencia meteorológica de Indonesia primero informó de que la magnitud del seísmo era de 8,3 grados y en informaciones posteriores ha reducido la potencia a 7,8.

Indonesia se asienta sobre el «Anillo de Fuego del Pacífico», una zona de gran actividad sísmica y volcánica que es sacudida al año por unos 7.000 temblores, la mayoría moderados.

Indonesia has issued a tsunami warning after a powerful and shallow 7.9 magnitude earthquake struck off the west coast of the island of Sumatra. 

The quake struck at a depth of 10 kilometres on Wednesday, triggering a tsunami alert for parts of Sumatra, including West Sumatra, North Sumatra and Aceh, the local BMKG quake monitoring agency said.

There were no immediate reports of damage or casualties but the shallower a quake, the more likely it is to cause damage.

The US Geological Survey originally put the magnitude at 8.2, and then 8.1, before lowering it to 7.9.

Earthquakes happen very regularly in these areas, said Al Jazeera s Step Vaessen, reporting from Jakarta. People run to higher ground when this happens.

Indonesia, badly hit by the Indian Ocean tsunami in 2004, straddles the so-called Pacific Ring of Fire, a highly seismically active zone where different plates on the Earth s crust meet and create a large number of earthquakes and volcanoes.

The 2004 tsunami killed 230,000 people in a dozen countries. Most of the deaths were in Aceh province.

Nigeria: Military On Red Alert to Combat Militants - CDS

The Chief of Defence Staff, Gen. Abayomi Olonishakin, has said that troops have been placed on high alert to combat any militant attack in the Niger Delta.

Olonishakin made the disclosure on Wednesday at the inauguration of 25 locally built gunboats donated to Nigerian Navy Ship, NNS Pathfinder, in Port Harcourt.

He said the military was currently assessing the situation in the Niger Delta with a view to maintaining law and order.

According to him, the nation cannot tolerate any criminality by individuals and groups, especially at a period it is faced with serious economic challenges.

The Defence Headquarters is up and doing and we want to warn them (militants) that the military will not take it lightly in cases of disturbances.

Any threat by them will be met with appropriate military actions.

We have directed our troops to be on red alert as well as ensure that criminals and vandals who sabotage the national assets are brought to book, he said.

Car carrier Silver Sky attacked by pirates in Gulf of Guinea

The vehicle carrier Silver Sky was attacked by pirates in Gulf of Guinea on 50 nautical miles off Bayelsa, Nigeria. Two groups of pirates on fast boats attacked the ship and tried to board her, but fortunately due to the load free boards and selfless protection from the crew prevented hijacking. The pirates opened fire to the car carrier and wounded on crew members, but without life-threatening injuries. The ship maneuvered successfully to prevent boarding of the pirates and poured them with water. After several unsuccessful attempts to board the vehicle carrier Silver Sky, pirates gave up and mover away to the shore. The ship proceeded to Cotonou, Benin and after that headed to Antwerp, Belgium.

The Nigerian authorities started investigation for the root cause of the accident and searching for the pirates groups, which made the attack. The attack happened in region, where is hard to determine, where the pirates came from. According to the witness evidence the pirates attacked from south-east and after unsuccessful attack headed to north. The merchant ships in vicinity were warned about the increasing piracy activity and to be cautious for boats.

The car carrier Silver Sky (IMO: 8519722) has overall length of 183.00 m, moulded beam of 30.00 m and maximum draft of 8.90 m. The deadweight of the vessel is 9,772 DWT and the gross tonnage is 39,043 GRT. The ship was built in 1989 by Jiangnan Shipyard Group in China and operated by UAE shipping company Sallaum Lines.

Unconfirmed reports indicate that on Sunday 20 December at approximately 0700hrs UTC in the area of 13:05N 042:57E, a vessel (name and description unknown at this time) observed three skiffs with 5 to 6 POB each skiff.  Weapons and the sighting of one ladder was confirmed.  The vessels AST (Armed Security Team) conducted non kinetic measures and reports indicate that the skiffs moved away.  As soon as further information of this incident is received this report will be updated.

 de un velero remolcando un skiff por popa. El velero tiene una eslora aproximada de 12 metros, vela blanca

 con bordes rojos, 4/5 Pax. A bordo, rumbo NE y velocidad 5 nudos. Se recomienda evitar el acercamiento

 innecesario a esa posición.

Se tiene conocimiento de que a 071747UTC se está produciendo la supuesta persecución de un buque mercante por parte de dos esquifes, cada uno de ellos con 4 o 5 personas.

Informan que al menos en uno se ha podido observar una escala; todo esto ha sucedido en las inmediaciones de la posición 2504N- 06015E.

Se recomienda evitar el acercamiento innecesario a esa posición o proximidades.

Yemen Security Brief

  • The Saudi military repelled cross-border attacks by al Houthi-Saleh forces in Najran district in southwestern Saudi Arabia, just north of the Yemeni governorates of Sa’ada and al Jawf, on November 30 and December 1. The Saudi military used helicopters and rocket fire to turn back an infantry assault by hundreds of al Houthi-Saleh fighters, according to reports. Saudi military sources claim to have killed 180 al Houthis, while local sources estimate “dozens” of casualties. Al Houthis claimed to seize three Saudi military outposts and destroyed several Saudi assault vehicles. Additionally, cross-border shelling by al Houthi-Saleh forces killed five Saudi soldiers and three civilians in the past three days.[1]
  • Al Qaeda in the Arabian Peninsula (AQAP) threatened the Saudi government on November 30 for planning a mass execution of prisoners. The statement indicated that the prisoners include AQAP fighters and threatened to kill Saudi soldiers in retaliation if the prisoners are executed.[2]
  • Internationally recognized Yemeni President Abdu Rabbu Mansour Hadi appointed five new members to his cabinet, including a new foreign minister, on December 1. Yemeni Prime Minister and Vice President Khaled Bahah rejected the changes, calling them illegitimate.[3]

Horn of Africa Security Brief

  • Kenyan police arrested two individuals accused of working with Iranian intelligence services on November 28 in Nairobi, Kenya. Both individuals are Kenyan citizens who allegedly received training from the Iranian Islamic Revolutionary Guards Corps (IRGC) and were instructed to recruit additional Kenyans and carry out attacks against Western interests in the country. Iran’s Foreign Ministry has since issued a statement claiming that the detained individuals are not connected to Iranian intelligence.[4]
  • Al Shabaab militants captured the Kenyan village of Kambera on November 28 in Garissa County, Kenya. The militants attacked after Kenyan security forces vacated the village for unspecified reasons. The militants raised their flag in the town and preached to the villagers. It is unknown if the militants are still in control of the village. This is the second time al Shabaab militants have seized a Kenyan village in the past week.[5]
  • Al Shabaab militants attacked a Somali National Army (SNA) military base on November 30 in Qoryooley, Lower Shabelle region. SNA forces at the base successfully repulsed the attack, and government officials stated that the militants sustained heavy losses. Al Shabaab later claimed to have killed numerous soldiers in the attack. Neither side released specific casualty figures.[6]
